会议简介：全球互联网产业发展日新月异，互联网法律与公共问题层出不穷。为汇聚本领域的顶尖学者、企业管理者和政府官员，聚焦共同关注的互联网法律与公共政策重大、前沿问题，增进国际间理论研究与实践的交流，扩大视野、凝聚共识、引领发展，由北京大学法学院、北京大学互联网法律中心发起，腾讯公司资助的第一届、第二届“北大-斯坦福互联网法律与公共政策研讨会”已于2012年、2013年分别在北京大学和斯坦福大学成功举办，构建了良好的国际互联网法律与公共政策学术研究与实践交流平台，形成了广泛的国际影响。2014年，鉴于牛津大学在互联网法律与公共政策研究领域的卓越地位和共同研究兴趣，北京大学法学院与斯坦福大学法学院邀请牛津大学法学院加入研讨会，并于2014年11月在北京大学共同举办第三届“北大-斯坦福-牛津互联网法律与公共政策研讨会”。三校共同决定将研讨会作为年度会议定期轮流举办。
2015年，“北大-牛津-斯坦福互联网法律与公共政策研讨会”将在牛津大学莫德林学院讲堂举行。会议将邀请中国、美国和欧洲的著名学者、企业和政府管理者，就共同关注的话题展开广泛的讨论，例如：
互联网的普及将如何改变2015年后全球人类的生活方式？互联网能否改善最贫穷地区人口的生活质量？在互联网普及的同时是否会产生隔绝、双层的网络世界？网络时代公民对数据权利有怎样的期待？不同国家如何建构和规范公民的数据权利？国家在数字权利保护中扮演了怎样的角色，承担着怎样的责任？“被遗忘权”给欧洲和世界带来了哪些影响？中国的互联网+计划、德国的工业4.0计划和欧盟的智慧城市计划有哪些最新进展？这些计划在执行与法律规制中面临哪些挑战？国家政府如何塑造其国内的信息空间，又会如何影响他国信息空间的塑造？国际法和国内法在此中扮演和何种角色？互联网的不同观念如何在国内和国际层面相互竞争，带来了哪些结果？我们如何识别和定义互联网上的仇恨言论？政府、企业、非政府组织和个人在应对仇恨言论是各自扮演何种角色，又有何种应对之道？我们如何定义和应对互联网上的犯罪？数字技术和电子证据的可采纳性在各国法庭上存在哪些争议？新技术时代的法院将如何面对？
